Yet, thanks to a bill introduced by freshman state Sen. Allison Copening, that's precisely what lawmakers in Carson City are doing.

Michael Phelps Won't Face Charges Over Pot Photo

Michael Phelps lost a big endorsement deal and suffered a three-month suspension from competition because of a photo of him smoking a bong — but the 14-time Olympic gold medalist won't face any drug charges.

A South Carolina sheriff said Monday there wasn't enough physical evidence to bring charges against Phelps, according to The Associated Press. Richland County Sheriff Leon Lott said holding a bong is not a crime, and Phelps never admitted using it.

DEA Vetoes Research

The Drug Enforcement Administration has vetoed a decision by Administrative Law Judge Mary Ellen Bittner, stopping a University of Massachusetts Amherst medical marijuana research project. The Medical Marijuana Project, a drug war reform group, said the research was "vital if marijuana is ever to be an FDA-approved medicine."

Judge Strikes Down Nevada Ballot-measure Law

LAS VEGAS — A federal judge on Monday threw out Nevada's initiative-petition requirements that attempted to compensate for different population sizes in urban and rural counties.

U.S. District Court Judge Philip Pro in Las Vegas said the rules are unconstitutional and ordered Secretary of State Ross Miller not to enforce them.
